BAIDOA, SOUTHWEST STATE — President Cabdicasiis Laftagareen has officially signed the Disability Rights Bill into law in Baidoa, setting a significant milestone for disability rights within the region. The new legislation aims to establish a comprehensive framework for the protection and empowerment of individuals with disabilities.

Legislative Journey and Approval

The bill, initiated by the Ministry of Women and Family Affairs and presented to the parliament on December 28, 2024, received overwhelming support, passing with a majority on December 31, 2024, by a show of hands from 49 lawmakers. Minister Shamso Mohamed, who spearheaded the bill’s progress, lauded President Laftagareen’s unwavering support and advocacy which were crucial in the bill’s swift passage.

UN Commendation and International Support

The signing ceremony was notably attended by senior officials and representatives from the United Nations’ Office of the High Commissioner for Human Rights (OHCHR). Kirsten Young, a representative from the UN, praised Southwest State for its leadership and proactive steps in enhancing disability rights. “This is a landmark moment for Somalia; it’s the first time a federal member state has passed such a law. We are thrilled to support and work closely with the government on this critical issue,” Young stated.

Impact and Expectations

This pivotal law is anticipated to significantly elevate the quality of life for disabled individuals by ensuring better access to vital services and promoting inclusivity within the society. Minister Shamso Mohamed remarked on the historic nature of the day, “Today is a historic day that Allah has made possible for us to witness the signing of this long-awaited disability rights law,” she said.

Southwest State’s legislative achievement is seen as a model for other regions, underscoring the essential role of law in advancing the rights and inclusion of disabled persons. This move by Southwest State is expected to ignite similar initiatives across the nation, advocating for comprehensive rights and better living conditions for the disabled community.
