MOGADISHU, Somalia – The Federal Government of Somalia has officially announced that the Petroleum Downstream Regulatory Framework will come into effect on June 21, 2025, according to a statement released on May 22, 2025 by the Ministry of Petroleum and Mineral Resources.The new framework sets quality standards, operational requirements, and legal protocols for the importation, storage, and distribution of petroleum and gas products throughout the country.“From June 21, 2025, any company importing petroleum or gas that does not meet the required standards stipulated in the regulatory framework will face legal consequences,” the ministry warned.Businesses involved in the petroleum and gas trade have been granted a one-month compliance window, from May 22 to June 21, 2025, to align with the regulations. Stakeholders are urged to fulfill all requirements to avoid sanctions.The announcement follows a recent consultation between the ministry and key stakeholders, where officials underscored the framework’s role in strengthening fuel quality control, attracting investment, and reinforcing environmental protection across Somalia.The ministry concluded by encouraging all relevant operators to fully comply with the new framework, marking a significant step toward ensuring sustainable growth and governance in Somalia’s petroleum sector.
