Djibouti(Mogadishu24)-Turkish Foreign Minister Hakan Fidan announced Turkey’s ongoing efforts to mediate the conflict between Ethiopia and Somalia by establishing a balanced framework agreement.

Speaking at the third Türkiye-Africa Ministerial Review Conference in Djibouti, Fidan emphasized the importance of respecting Somalia’s sovereignty and territorial integrity, while also addressing Ethiopia’s need for maritime access.

Fidan highlighted that Turkey’s proposed agreement aims to bridge historical challenges and provide a peaceful solution for Ethiopia’s access to the sea, essential for its economy as a large, landlocked nation reliant on maritime trade.

This mediated solution would satisfy both nations’ present-day needs, he noted, adding that “unconditional recognition of Somalia’s sovereignty is key.”

The initiative comes as tensions between Somalia and Ethiopia have escalated since Ethiopia signed a controversial deal with Somaliland on January 1, granting Ethiopia 20 kilometers of coastline in exchange for recognition. Two rounds of Turkish-brokered talks have stalled without resolution, with the anticipated third round delayed.
