DJIBOUTI CITY – May 4, 2025 (ADI) — Djibouti’s Minister of Economy and Finance, Ilyas Moussa Dawaleh, convened a high-level consultation this week with international development partners to advance the implementation of the country’s flagship public financial management reform program, PAGEF.The strategic meeting, held at the Ministry of Finance, brought together representatives from the World Bank, European Union, French Development Agency (AFD), Japan International Cooperation Agency (JICA), and the United Nations Development Programme (UNDP).A National Transformation ToolThe discussions centered on the progression of PAGEF, a national initiative aimed at strengthening fiscal governance, accountability, and financial efficiency. Minister Dawaleh emphasized the program’s transformative value, stating: “PAGEF is more than a technical plan; it is a tool for changing lives.”He underscored the importance of aligning domestic efforts with global support systems, stressing that reforms must be institutionalized and inclusive to achieve sustainable development.Call for Unified ActionHighlighting recent achievements, Dawaleh reaffirmed Djibouti’s commitment to fiscal discipline and transparency. He called for enhanced coordination among development partners and local institutions to accelerate the reform process.“Public financial reform is crucial for Djibouti’s economic future.
