DJIBOUTI – Djibouti’s President, Ismaïl Omar Guelleh, has made a strong accusation against the United Arab Emirates (UAE), alleging that the UAE is using its vast investments in Africa as a cover for military expansion, under the guise of economic development.In an interview with Radio France Internationale on May 23, 2025 , President Guelleh described the UAE’s $110 billion investment initiative across Africa as a strategic move to increase military influence, using economic development as a facade.He said, “The UAE is creating a huge disturbance in a region already struggling with instability.”The President’s remarks highlight growing concerns among some African nations, especially regarding investments with dual purposes, particularly in sectors related to infrastructure such as ports, logistics, and communications.“These investments are not just economic projects; they are closely tied to military objectives that could jeopardize the sovereignty and stability of African nations,” he added.President Guelleh also revealed that Djibouti had previously rejected a request from the UAE to establish a military base within the country. After this refusal, he stated, the UAE shifted its focus to neighboring countries, seeking strategically located areas near vital maritime routes.Djibouti, located at a crucial juncture on the Red Sea, is home to military bases of major powers such as the United States, France, China, and Japan, all of whom have significant interests in the region’s security and maritime routes.
