  1. Creation of a Directorate for Large Enterprises
    A decree was approved to establish a Directorate General of Large Enterprises under the General Tax Directorate. This aims to modernize tax management and simplify procedures for major companies, ensuring a seamless transition to telepayment systems.
  2. Approval of Financial Accounts
  • Fonds de Garantie de Djibouti (FOGAD): Financial accounts for 2023 showed a surplus of 6.4 million FDJ despite a slight decline in subsidies.
  • University of Djibouti (UD): The 2025 budget is set at 4.26 billion FDJ, a 5% increase, focusing on new laboratories, MOOCs, and expanded faculty.
  1. Healthcare Advances
    The Council approved the creation of new Master-level degrees in health fields, including Operating Room Nursing and Health Management, to strengthen human resources in the healthcare system.
  2. Trade and Investment
    The Council endorsed the 2025 budget for the Djibouti Office of Industrial and Commercial Property (ODPIC), which focuses on boosting local industries and transitioning to cloud-based systems.
  3. Energy and Environmental Commitments
    Reports were presented on participation in international forums, including the International Solar Alliance in India and discussions on clean energy transitions in Dubai and New Delhi.
  4. Global Engagements
    Djibouti strengthened ties through international collaborations, including signing an Investment Promotion and Protection Convention with Saudi Arabia.

The session highlighted Djibouti’s ongoing commitment to modernization, innovation, and sustainable development across sectors while fostering global partnerships.
