Puntland Vice President Ilyaas Cismaan Lugatoor walks alongside a senior military officer and local officials during a public rally in Garowe, raising his hand in greeting as the crowd shows support for Puntland’s anti-terrorism forces.

Garoowe – — The Vice President of Puntland, Ilyaas Cismaan Lugatoor, has publicly voiced strong criticism of the Federal Government of Somalia, citing its continued failure to defeat the militant group Al-Shabaab and secure key territories near the capital, including Afgoye and Balcad.

Speaking during a large public gathering in Garoowe — organized to show support for Puntland’s security forces engaged in anti-terrorism operations — Lugatoor emphasized the significant progress made by Puntland’s forces in countering terrorist groups such as Daesh and other international extremist networks.

He praised the bravery and sacrifice of Puntland’s troops, offering prayers for those who lost their lives in combat and expressing gratitude to the public and all those who have stood by the forces. He attributed Puntland’s military successes to divine support and effective strategic planning by the regional administration.

“Our victories are the result of unity, commitment, and clear strategy,” Lugatoor stated. “The people of Puntland have shown resilience and dedication in the fight against extremism.”

Lugatoor did not hold back in his critique of the Federal Government in Mogadishu, blaming it for failing to secure the capital’s surroundings. He pointed out that the national army, despite years of investment, remains incapable of effectively confronting Al-Shabaab.

“The Federal Government must focus on the real threats facing the nation and its people,” Lugatoor said. “Much of the country has already fallen into the hands of hostile forces. It is not enough to merely prevent the fall of the capital while ignoring the rest of the country.”

He also addressed federal member states directly, calling on each of them to take full ownership of the security and development of their respective regions.

“Every regional state must take responsibility,” he added. “Each must do what is necessary to protect their people and contribute to the national fight against terrorism. National security is not the burden of one entity alone.”

Lugatoor’s remarks come amid growing frustration over the slow progress in Somalia’s national counterterrorism campaign, and at a time when regional administrations are increasingly taking independent steps to safeguard their territories.
