Garowe, Somalia – The Puntland Regional State of Somalia has officially rejected the implementation of Somalia’s National ID Card registration system, labeling it as a non-consensual initiative that could compromise citizen data security and serve political motives.

In an official statement released by the Ministry of Interior, Federal Affairs, and Democratization of Puntland, the administration declared that it would not accept any law or project imposed on its territories without prior consensus.

“Puntland makes it clear that it does not recognize or allow the implementation of what is being called National ID registration in its territories,” the statement read.

Reasons for Puntland’s Rejection of the National ID System

Puntland listed three key reasons why it opposes the National ID registration:

  1. Data Security Concerns – Puntland claims that the data storage system lacks a reliable and secure frameworkto protect the personal information of Somali citizens.
  2. Political Exploitation – The administration accused the Federal Government of Somalia (FGS) of using the National ID system for political and electoral purposes rather than addressing critical national issues such as security and unity.
  3. Financial Burden – Puntland argued that the registration process imposes an economic burden on Somali citizens without providing them with any clear benefits.

Additionally, Puntland’s Ministry of Interior warned residents against participating in the registration, calling it an illegal and unapproved initiative.

Puntland to Introduce Its Own State ID System

Puntland further announced plans to launch its own Puntland State ID, an alternative identification system tailored to meet local governance needs and to replace the federal registration system.

This decision deepens the rift between Puntland and the Federal Government of Somalia, as Puntland had previously cut ties with the federal administration, asserting its autonomy in political and administrative matters.
