MOGADISHU, Somalia – The Deputy Minister of Foreign Affairs of Somalia, Ali Balcad, has confirmed that former Somali leaders, including past presidents, parliamentary speakers, and former prime ministers, will play a key role in the national dialogue announced by President Hassan Sheikh Mohamud.

This statement was made by Minister Balcad during a meeting on 25 May 2025 between the registered political parties and the Somali government, marking the initial steps toward the broader national dialogue.

Minister Balcad highlighted that the expertise and experiences of former leaders could significantly contribute to ensuring that the upcoming elections are free, fair, and transparent. He noted that the former leaders have played pivotal roles in the development of Somalia’s electoral system and the country’s democratic progress.

Minister Ali Balcad outlined the participants of the national dialogue, which he categorized into four main groups: the federal member state leaders, former heads of state, registered political parties, and civil society organizations. He added that the government will engage with each of these groups individually before the full-scale national dialogue session.

This announcement comes amid many questions regarding who will participate in the national dialogue called by President Hassan, which seeks to address the ongoing political and security challenges in the country.
