Somaliland's Minister of Finance seated during a cabinet meeting, presenting a report on the 2025 first-quarter budget growth.

Hargeisa – The 14th Cabinet meeting of Somaliland, chaired by President Cabdiraxmaan Maxamed Cabdillaahi (Cirro), was held on Wednesday at the Presidential Palace, with key discussions focusing on the country’s fiscal performance for the first quarter of 2025.

The Minister of Finance and Economic Development presented a report stating that Somaliland’s revenue collection rose by 19% in the first quarter of 2025, compared to the same period in 2024.

“The Minister informed the Council that the first quarter has shown a positive fiscal trend, with revenue increasing by 19% over last year,” the Presidency said in an official statement.

The Minister also reported notable progress in integrating the tax systems of electricity and telecommunications sectors, which contributed to improved public revenue and stronger financial oversight.

The revenue growth was attributed to:

  • Reforms in tax collection mechanisms.
  • Enhanced efficiency of revenue systems.
  • Greater transparency and accountability in public finance.

This financial boost comes shortly after Somaliland introduced a new sales tax in February 2025, a key part of the government’s broader strategy to expand domestic revenue.

The 19% growth in first-quarter revenue is being viewed as a promising sign of economic progress and improved internal resource mobilization across Somaliland.
