UN Special Representative James Swan meets with President Abdiaziz Laftagareen of South West State, Somalia, in a formal setting to discuss governance, elections, and humanitarian support.

Baidoa, Somalia – The United Nations Special Representative to Somalia, James Swan, has reaffirmed the UN’s full support for the South West State, during a high-level meeting held in Baidoa with regional President Abdiaziz Hassan Mohamed Laftagareen and senior members of the administration.

The meeting focused on several pressing issues, including state-building, regional security, humanitarian assistance, and preparations for upcoming local elections. Swan emphasized the importance of a political atmosphere that fosters credible, transparent, and inclusive electoral processes.

President Laftagareen briefed the UN delegation on his administration’s collaboration with the National Independent Electoral Commission (NIEC) in advancing voter registration and conducting direct local elections—steps seen as pivotal to strengthening democratic governance in the region.

“The United Nations continues to support Somalia’s federal and state institutions, especially in their efforts to promote unity, inclusive dialogue, and democratic reform,” said Swan.

He also expressed his backing for President Hassan Sheikh Mohamud’s recent initiative to launch a national consultation platform that brings together political leaders and community stakeholders to address national challenges through consensus and cooperation.

In addition to political developments, the dire humanitarian situation in South West State was also addressed. Swan raised concern over the declining international aid contributions and highlighted the urgent need for increased support to reach those most affected by conflict and climate-related crises.

“The humanitarian situation remains severe, and we are working closely with the South West administration to provide life-saving assistance while also building pathways toward sustainable development,” he noted.

James Swan’s visit to Baidoa comes on the heels of his earlier engagement with the leadership of Galmudug State, as part of a broader effort to engage Somalia’s federal member states and coordinate international support for peacebuilding and governance reforms.
